Why it's great
Progressive combines reliable customer service, cheap rates, and plentiful coverage and discount options, making it the top motorcycle insurer for Minnesotans.
For most riders in Minnesota, Progressive is the best pick. The company stands out for an impressive library of add-on coverages. These include:
- Total loss coverage. Provides a new bike if yours is less than two years old and gets totaled in an accident.
- Carried contents. Pays to replace any damaged, stolen or lost items you carry on your bike.
- Enhanced injury protection. If a motorcycle injury stops you from working, you'll receive $250 per week for two years.
- Trip interruption. Covers up to $500 of food, transportation or hotels if you're stranded away from your home.
While Progressive isn't the cheapest insurer in Minnesota, it comes in as a close second.
Full coverage motorcycle insurance from Progressive costs $417 annually on average, making it 21% cheaper than the Minnesota state average.
Plus, riders can earn even more off their premiums through Progressive's list of discounts, which include:
- Advanced quote
- Multi-policy
- Responsible driver
- New customer
- Pay-on-time
- Pay-in-full
- Auto-pay
- Responsible driver
- Discount for switching from another insurer
- Safety course completion
- Discount for adding a motorcycle endorsement to your driver's license
- Association membership
Progressive also stands out for its excellent customer service. The company receives less than half the complaints than would be expected given its size, according to data from the National Association of Insurance Commissioners (NAIC).

Annual rate
$389 ?
Why it's great
If cheap rates are your top priority, Geico is your best bet.
In Minnesota, Geico offers the cheapest rates overall. A full coverage policy costs $389 per year. That breaks down to just $32 per month.
Geico also stands out for its solid customer service. The National Association of Insurance Commissioners (NAIC) gave it a 0.79 Complaint Index rating, indicating that it receives less complaints than is expected for its size.
However, Geico offers far fewer discount and coverage opportunities than Progressive. We found only five possible discounts listed online, and only two useful add-on coverages.
In terms of value, Progressive is the better choice. When it comes to cheap rates, however, Geico is the clear winner.
Best for daily riders: Dairyland

Editor rating

Annual rate
$518 ?
Why it's great
We recommend Dairyland for daily riders, as its coverage offerings are well-suited to the needs of those who use their bike as their primary mode of transportation.
Dairyland stands out because it offers rental reimbursement coverage and roadside assistance. If you use your motorcycle for your daily commute, you'll likely want to have these coverages in place. They'll allow you to get help quickly if your own bike is disabled, and they'll provide you with a substitute vehicle while yours receives covered repairs in the shop.
However, Dairyland's customer service leaves a lot to be desired. The company received a 2.69 Complaint Index from the National Association of Insurance Commissioners (NAIC), meaning that it receives more than twice as many complaints as would usually be expected for its size — and far more than any other insurer in this study.
Best-rated Minnesota motorcycle insurers
Out of the motorcycle insurers featured in this study, Progressive tops the list in terms of customer service.
Insurer | NAIC Complaint Index | AM Best rating |
---|---|---|
Progressive | 0.46 | A+ |
Nationwide | 0.68 | A+ |
Geico | 0.79 | A++ |
Allstate | 1.08 | A+ |
Dairyland | 2.69 | A+ |
USAA | 0.98 | A++ |
Most of the insurers we looked at have above-average customer service. An insurer with an average number of complaints receives a score of 1.0 from the National Association of Insurance Commissioners (NAIC), while insurers with fewer-than-average complaints receive a lower score. Bear in mind that these NAIC scores combine complaint data for both cars and motorcycles.
Allstate and Dairyland are the exceptions. Both have a Complaint Index higher than 1.0, which means that they receive more than the average number of complaints. Dairyland's customer service reputation particularly leaves a lot to be desired, as it received more than double the average number of complaints from customers.
Fortunately, all the insurers in this guide have a solid financial footing. AM Best grades companies on their financial strength, or their ability to pay out claims. The A+ rating given to these insurers means they have a "superior" ability to meet these financial obligations.
Minnesota motorcycle insurance costs by city
Insurers take your location into account when setting your rates, in large part because different cities experience different levels of traffic, crime and other factors that pose a risk.
Riders who live in Marshall, Minn., pay the least for motorcycle insurance, with an average full coverage rate of $463 per year. Riders in St. Paul pay the most, with an average full coverage rate of $717 per year. Check out the table below to see how your city compares to the state average.
City | Annual rate | % from statewide average |
---|---|---|
Albert Lea | $517 | -2.37% |
Alexandria | $496 | -6.41% |
Anoka | $542 | 2.40% |
Austin | $517 | -2.37% |
Bemidji | $492 | -7.03% |
Minnesota motorcycle insurance requirements
Minnesota riders must carry a minimum amount of liability coverage to drive legally on the roads. These coverages include bodily injury liability coverage, which pays for any injuries you cause to others on the road, and property damage liability coverage, which pays for any damage to another person's property that you cause.
A minimum coverage motorcycle policy in Minnesota has the following limits:
Coverage | Limits |
---|---|
Bodily injury liability | $30,000 per person/$60,000 per accident |
Property damage liability | $10,000 per accident |
We recommend getting more coverage, and particularly adding medical payments coverage if your health insurance isn’t sufficient to cover you after an accident.
