Progressive has the best rates for motorcycle insurance in Iowa, plus a wide selection of coverage options and discounts.

We were very impressed with Progressive's affordable motorcycle insurance, at an average cost of just $312 per year. It’s the cheapest we found — $99 less expensive than the typical price overall.

Riders also have a lot of opportunities to save with Progressive, as it offers discounts for taking a safety class or belonging to a motorcycle affinity group. You can also reduce your rates by bundling with another Progressive policy, such as auto insurance.

Progressive has many coverage options available to motorcyclists, too, including includes extra coverage for accessories or custom parts, as well as trip interruption coverage.

Finally, Progressive has good customer service. Its NAIC complaint index is 0.77, which means customers are about 77% as likely to complain about their service as at a typical company. But it's not the best customer service we saw in Iowa.

Its NAIC complaint index is an impressive 0.63, which means it only received 63% as many complaints as a typical insurer relative to its size. This suggests customers tend to be satisfied with the service they receive.

Allstate's rates are pretty affordable, too. Though it can't beat Progressive, the cheapest option we found in Iowa, Allstate customers can expect to pay $368 per year, which is still 10% less than the average rate across all insurers we looked at. As a major home and auto insurer, Allstate also offers good discounts, including bundling your car insurance and paying your bill in full ahead of time.

Allstate has an adequate selection of optional coverages, including coverage for accessories and trailers. But its offerings aren't as robust as Progressive's.

USAA doesn't sell its own motorcycle insurance, though. Instead, it works through Progressive: USAA members get a 5% discount on a Progressive policy, which can be added to Progressive's robust set of discounts.

However, USAA has a smaller number of agents than many larger competitors, so it would not be a top option for those looking to work with someone in person.

Our sample rider was a 45-year-old man who rides a 2021 Harley-Davidson Street Glide. The coverage limits we used, which surpass the state minimums, are:
